Business and city leaders have welcomed the end of tight COVID-19 controls in Victoria but called for a staged return of workers to offices to stimulate hard-hit CBD retailers and hospitality venues.

Industry leaders also urged the bringing forward of the final stage of restrictions by a week if the current run of no cases continues in Victoria.
