International Women's Day is almost here again. While any time of year is opportune to reflect on progress towards equality, it's at this time that the national conversation most often centres on gender diversity.

Our public debate on gender diversity often gets focused on targets versus quotas, progress in some sectors while others languish, or on actual numbers of women at particular levels.
