Former Prime Minister Tony Abbott has maintained an attack on Labor, which some within the Coalition believe rules out tax options, including on tobacco and superannuation.
Just last week Mr Turnbull did not rule out a tobacco tax hike. He simply told parliament that the "arguments around tobacco taxes are very well understood".
