An incoming Labor federal government would overhaul Australia's environmental laws and create a new stand-alone protection agency for the first time.

Opposition Leader Bill Shorten used his address to Labor's national conference in Adelaide on Sunday to accuse the Coalition of trading in "toxic politics" on climate change and the environment, restating a commitment by the party to cut greenhouse gas emissions by 45 per cent by 2030 and boost Australia's use of renewable energy.
