Debt owed to the Australian Taxation Office has risen to almost $18 billion, with small-business taxpayers ac­counting for more than 60 per cent of the money owed.

The ATO is piloting a debt-recovery program and could outsource more debt collection to third parties, to cope with the escalating problem.
