A key federal government adviser is pushing for a 15 per cent loan fee on government-funded student loans, saying it is a fair way for the government to reach its budget goal of spending less on university education.

Andrew Norton, the Grattan Institute's higher education program director, says in a new report that the government could save $700 million a year by imposing a 15 per cent fee on all of its income-contingent student loans.
