The DNA of the Voice to parliament
Shireen Morris and Noel Pearson led one of the early projects on Indigenous constitutional recognition. A decade later, their work could become a reality.
Every word, comma and semicolon was by negotiation. Noel Pearson and a group of leading thinkers were drafting a model for an Indigenous constitutional Voice, and consensus was critical.
It was 2014, and after years of lacklustre progress on achieving greater responsibility and self-determination in their own affairs, Aboriginal and Torres Strait Islander Australians wanted a different approach.
