Australia has escalated its trade dispute with China over barley exports after talks between officials in January failed to persuade Beijing to drop its punitive tariffs.

Trade Minister Dan Tehan said the government would ask the World Trade Organisation to establish a dispute settlement panel to arbitrate the case.
