Ousted Australia Post boss Christine Holgate did not receive board approval for the purchase of nearly $20,000 worth of luxury watches – spending which an official review has found was in breach of public service rules.

The report found other potentially problematic credit card spending at Australia Post, which could be inconsistent with internal policies and public expectations, although for lesser amounts than the four Cartier watches.
