International airlines are pushing for a more active role in negotiating passenger caps and being part of creating a road map to reopen Australia's borders – or some fear continuing to fly to here could become untenable.

"The ever-changing goal posts are making aviation into Australia a nightmare," one senior aviation source told The Australian Financial Review.
