All states except Western Australia will open their borders by late next month, the first foreign students will be allowed in from overseas, and up to 10,000 people could attend sporting events and concerts under a further relaxation of restrictions agreed to by the national cabinet on Friday.

Prime Minister Scott Morrison also raised the prospect of tax reform measures in the October 6 budget by announcing that state and federal Treasurers had been tasked with working up options on tax and deregulation in an attempt to generate employment.
