More than 100 of Victoria's 520 confirmed coronavirus cases are located in the upmarket suburb of Toorak and the seaside playground of Portsea around the homes of Melbourne's rich and powerful, as the government warns jet-setting travellers flouting the rules are putting the community at risk.

Locals said word of mouth about the community hotspots had sent tensions sky high, as individuals move to emphasise they are doing the right thing.
