Scott Morrison has committed an initial $2 billion to rebuild bushfire-ravaged communities and left room not to return the budget to surplus because of the cost from a summer of disaster.

The Prime Minister unveiled a suite of measures to help victims and towns recover from the bushfires after a cabinet meeting on Monday.
