Treasurer Josh Frydenberg will put Federation back on the agenda on Thursday by arguing that inefficiencies between the states and the Commonwealth are acting as a handbrake on productivity.

However, he will not advocate bold reforms such as a federal-state taxation overhaul, but instead urge the states and Commonwealth to "row together" in pursuing microeconomic reforms aimed at boosting productivity.
