Energy Minister Angus Taylor has offered an apology to Sydney Lord Mayor Clover Moore for berating her over the council's travel spending but claims the council has multiple versions of a report that was the source of his attack.

Mr Taylor released evidence which he argued exonerated his office of allegations someone forged a document that was supplied to Sydney's Daily Telegraph newspaper to criticise the council's declaration of a climate change emergency.
