Heritage Bank CEO Peter Lock says smaller banks are being crushed by a mountain of regulation, which is hampering their ability to compete with the big banks.
Mr Lock says the one-size-fits-all approach to preventing misconduct through compliance is having the unintended consequence of further entrenching the dominance of the big four banks.
