The Labor proposal to abolish cash refunds for franking credits has made shadow treasurer Chris Bowen unpopular among many self-funded retirees, especially those with self-managed superannuation funds.
But "reform is difficult" says the member for McMahon, in Sydney's west, and "you can't talk about inequality and then do nothing about it".
