Tobacco crackdown may have reached revenue tipping point

Government efforts to stamp out smoking have become so successful Treasury has been forced to downgrade its estimates for future tobacco excise revenue, raising doubts about whether planned Labor hikes will deliver all of a hoped-for tax boost.
Round after round of excise hikes since 2010, plain packaging laws in 2012, and a flood of anti-smoking advertising campaigns show signs of accelerating the number of smokers who are giving up or switching to the black market.
