Telstra boss Andy Penn’s election wish list includes an extensive overhaul of telecommunications regulations so that they are more technology- and provider-agnostic, as well as significant wholesale pricing reforms.

He says the key changes would aid a digital transition predicted to boost the economy by $210 billion.
