Bill Shorten's federal ICAC plan tests Constitution
Opposition leader Bill Shorten's proposed federal anti-corruption body could fall foul of the constitution if it interferes with the independence of the judiciary, according to constitutional law experts.
There are also questions around how it would fit with existing procedures for dealing with complaints against judges, but shadow Attorney-General Mark Dreyfus, QC, said this and other issues would be "worked through in the design phase".
