Almost 43 pages of allegations about Rio Tinto's Mongolian operations pass before the notion of caveat emptor dawns upon Dutch not-for-profit SOMO.

"It is clear the Mongolian government played an important role by accepting the creation of the current system," concedes SOMO, in a rare departure from accusing Rio and its subsidiaries of "pressuring" the Mongolian government into tax and loan arrangements that were "detrimental" to its interests.
