Fortescue chief executive Elizabeth Gaines says China's drive to reduce greenhouse gas emissions is a structural change, with the Chinese steel sector set to run hard in coming months amid expectations that winter shutdowns across the Middle Kingdom's industrial sector may start earlier this year.

The comments came as Fortescue accelerated spending on its next Australian iron ore mine and said the higher quality product from the project should not suffer "huge discounts" on pricing.
