In late November 2016, under the leadership of then-newly appointed Independent Liquor and Gaming Authority chairman Philip Crawford, a lawyer named Jonathan Horton published the outcome of a quarterly review into Star Entertainment’s sprawling Sydney casino.

In the report, now publicly available, Horton said the Star and its close associates of the company were in “good repute”, that the staff were “competent, well-organised and forthright” and that its compliance with the Casino Control Act was “good”.
