Victorian royal commissioner Ray Finkelstein, QC, has come to much the same conclusion on Crown Resorts as his NSW counterpart Patricia Bergin, SC. In Mr Finkelstein’s words, the gambling giant at its flagship Melbourne casino had consistently engaged in “disgraceful” conduct.
