The newly installed government of Papua New Guinea has sent a scare through mining and energy companies operating in the country with its plan to return ownership of natural resources to traditional landowners.

Mining minister Byron Chan tabled the proposal in parliament in a move designed to improve the livelihoods of landowners living close to the many large resources projects planned for the country.
