Don Argus says BHP Billiton's progressive dividend was never meant to be forever

And the founding chairman of the world's biggest diversified resources house should know. It was Argus who designed the policy in the first place. The proposition that has held since 2002 is that future dividends should at least match the most recent distribution. But Argus concedes there are times when that policy cannot and should not hold.
