Telstra's failure to negotiate a multibillion-dollar deal to build a new mobile network in the Philippines is a win-lose situation for chief executive Andrew Penn.

On one hand, it is a setback to Penn's vision of tapping into the opportunities from Asia's rising middle classes and finding new revenue streams as growth in its mature home market stalls.
