THE SANFL will allow West Adelaide and Norwood to replace home-grown Crows for their 2014 seasons despite a league-enforced recruiting ban hanging over both clubs.

The Bloods and the Redlegs - along with Port Adelaide Magpies - were each hit with recruiting bans and fines early this year for salary cap breaches.

West's ban expires on December 31 while Norwood cannot recruit any player from outside of its zone before September next year.

Ben Rutten, Jason Porplyzia and Rory Laird (West Adelaide) and Mitch Grigg and Luke Brown (Norwood) will change SANFL allegiances to the Crows reserves under the league's newly confirmed model next season.

SANFL general manger football Chris Davies yesterday said the two clubs with Adelaide-listed players - the Magpies have none - could replace those losses.

"When the SA Football Commission handed down the recruiting bans to West Adelaide and Norwood, the removal of AFC listed players from these clubs was not contemplated," Davies said.

"Therefore, an exception has been made in this circumstance where the current bans would see both clubs further penalised.

``It should be stressed that all other penalties for both clubs remain in place."
