Rundle Mall laneways James Place, Charles St, upgraded under $7.4m City Council plan

A Rundle Mall laneway would be blocked to traffic and turned into a bright walkway filled with cafes under a $5.9m plan.

A dark, undercover Rundle Mall laneway would be blocked to traffic and turned into a vibrant walkway with eateries under a $7.4m plan to upgrade two key Adelaide CBD thoroughfares.

Adelaide City Council is upgrading Charles St and James Place to transform both thoroughfares into “vibrant laneway destinations”.

Charles St, a covered street besides Woolworth and David Jones in Rundle Mall, runs north-south and connects the Mall to North Terrace, creating a link to the SA Museum and Art Gallery.

The City Council will limit access to traffic to make it a pedestrian and services link, improve the lighting, greening, stormwater drainage, paving and safety bollards under a $5.9m project.

It says it will improve retail experience and create about 36 construction jobs.

The James Place revitalisation will include new high-quality paving, feature lighting, public artwork, bollards and greening under a $1.5m upgrade.

James Place connects Rundle Mall and Grenfell St – the laneway runs behind the recently completed $450m development at 60 King William Street.

Construction has already started on the Charles Street upgrade and is due to be complete by February 2025.

The James Place project is in the design phase and construction is set to begin before the end of the financial year.

The state government has put $1m toward Charles St and $500,000 to James Place.

Planning Minister Nick Champion said the two upgrades were important projects to improve the vibrancy, connectivity and safety of CBD laneways.

“The Charles Street upgrade will remove general vehicles from an important tourism connector, while the revitalisation of James Place will benefit the thousands of commuters who use this laneway every day.

“I congratulate the City of Adelaide for its ongoing efforts to activate laneway spaces in the CBD and I look forward to seeing the finished upgrades.

Lord Mayor Jane Lomax-Smith said both upgrades presented an opportunity to improve key laneways between the Mall and North Terrace that were used by thousands of people every week.

“Visitors to Charles Street can expect to see an upgrade that prioritises pedestrians with kerbing removed, high-quality stone paving and improved street lighting.

“James Place is a hive of activity with fantastic new and existing food and retail offerings but there’s opportunities for improvements such as extra greening and we look forward to sharing our ideas that will build on the recent momentum and investment in the laneway.”
