Child protection system royal commissioner Margaret Nyland to provide recommendations in report on August 5

THE woman holding a Royal Commission into the state’s child protection system has flagged the Government should expect to allocate more funding to carry out her recommendations.

Margaret Nyland has told The Advertiser she will deliver more than 10 recommendations in a hefty report to the Governor on August 5.

They will come after the July 7 state Budget, meaning the Government will have to make an extra funding allocation.

On Wednesday, Child Protection Reform Minister John Rau told Parliament he had provided Ms Nyland with information about last week’s killings of two children who were known to child protection agency Families SA.

Police are investigating the deaths of Yvette Rigney-Wilson and her children Amber, 6, and Corey, 5, whose bodies were found at a Hillier property last Monday.

Families SA has confirmed it was involved with the family.

Mr Rau said he provided information about the case to Ms Nyland last Wednesday.

Opposition child protection spokeswoman Rachel Sanderson had called on the Government to provide details of Families SA’s involvement with the children to Parliament.

Belinda Valentine — grandmother of Chloe Valentine, who died after she was the subject of more than 20 notifications to Families SA — yesterday called for an independent investigation of the agency’s “role in the lives of these children”.

On Tuesday, Mr Rau told Parliament it was appropriate for Government “to vacate the space until the police have done their work” investigating the deaths.

Yesterday, he said it was “undoubtedly the case that the internal procedures in relation to the addressing of that (case) within ... Families (SA) will of course take place in their ordinary course”.

Ms Nyland said she had “limited” discussions with Government on the issues she was examining but there was “a lot of good will” among authorities to make change.

“Obviously changes are going to be needed,” she said.

“I’m assuming that they (Government) will be aware that there’s going to be some money needed to carry out those reforms.” But she would not estimate a figure.

Ms Nyland said her report would include factual findings, analysis of issues and “more than 10” recommendations.

Ms Valentine hoped Ms Nyland would recommend that the Government establish a Commissioner for Children and Young People in SA.
