The 15-year-old, from Seaford, fell from his e-skateboard at speed and hit his head on the bitumen.

It is not believed the teen was wearing a helmet.

He was taken by ambulance to the Flinders Medical Centre with life-threatening head injuries.

Major crash investigators attended and examined the scene and are investigating the crash.

Bob Hick lives opposite the carpark and said he was alerted to the situation when emergency services arrived.

“We saw the ambulance lights reflecting through the window and went to have a look from the balcony,” Mr Hick said.

“The boy was being lifted on to the stretcher and loaded into the ambulance.”

Mr Hick said there would have been around 20 people crowded around.

“There were plenty of people there to help out.”

Lyn Barbary lives on the esplanade and said people regularly rode electric-powered scooters and skateboards.

“They zoom up and down the footpath at speed,” she said. “We’ve sort of been expecting something like this would happen.”

She said it should be policed more often.

“I think there is a place for them but there should be more policing around helmets and safety,” she said. “One person doing the wrong thing can ruin it for someone else.”

Ms Barbary said she had her fingers cross for the young teen.

“Hopefully the young lad is all right and makes a full recovery.”

Police and Emergency Services Minister Joe Szakacs said he “felt deeply” for the boy’s family and friends.

“Our thoughts are with all involved during this sad time,” he said.

He encourage all riders of personal transport devices to wear helmts and appropriate safety gear.

E-skateboards are illegal to ride on SA roads, but Mr Szakacs said a review would examine current laws and road rules, as well as consult with users and the community and consider barriers to public liability insurance to keep device users and pedestrians safe.
