Scott Morrison has said Labor's bigger budget surplus and policy costings were "fishy", as Treasurer Josh Frydenberg said it was a "con job" after Chris Bowen was grilled about them.

Josh Frydenberg and Finance Minister Mathias Cormann attacked the costings document and their plans for tax, refugees and childcare workers among other issues.

Labor's modelling shows the party would deliver a surplus of $21.788 billion by 2022/23, and it would raise $154 billion over the next decade.

Labor has promised to redirect the savings to Medicare, schools, hospitals and infrastructure.

Mr Bowen said 96 per cent of Australians wouldn't be impacted by the abolition of franking credits, and all people who currently negatively gear properties wouldn't be affected by changes because of the party's plan to grandfather the policy.

Mr Bowen was grilled about whether he would accept that because Labor's climate policies have not yet been finalised, and therefore are not costed, to some degree, they would be an extra cost on top of their new document released today. He rejected it.

Earlier, Prime Minister Scott Morrison dismissed the modelling, saying Labor had "never shown any ability" to manage the economy.
