Two men have been charged over an assault on Hindley St that left a man with a long gash to his throat.

The 25-year-old victim managed to flag down police on the busy party strip in the early hours of Sunday morning as he bled from the wound.

The victim underwent surgery in the Royal Adelaide Hospital where he remains in a serious but stable condition.

Police believe the serious assault happened near Bank St about 4.20am.

Eastern Area detectives arrested two men over the assault on Sunday afternoon.

A 42-year-old Queensland man was charged with assault causing serious harm while a 39-year-old Adelaide man was charged with assisting an offender who has committed an offence.

Both are expected to be refused bail to appear in the Adelaide Magistrates Court on Monday.

The incident occurred the day after a 46-year-old man was killed after a brawl outside the Slug ‘N’ Lettuce hotel on Martins Rd, Parafield Gardens.

He suffered serious head injuries at 12.40am on Saturday and was taken to Royal Adelaide Hospital, where he died on that afternoon.

Two Paralowie men, both aged 19, were charged with murder and would face Elizabeth Magistrates Court on Monday.

Police Commissioner Grant Stevens blamed a “loss of control’’ by those who did not intend to assault people but “generally’’ Hindley St was “safer than it has been in the past”.

“People do not go out at night with the intent of assaulting other people but there is this culture in society in which people lose control and we see consequences like this,’’ he said.

“It is troubling and a concern that young people can’t go out to a social environment without the risk of being assaulted.”

Police Minister Corey Wingard said Hindley St is a declared precinct, where police have powers to search or order people to leave for public safety.

“One assault on anyone anywhere in our state is one too many,” he said.

“In Hindley St we have a declared precinct which has had an impact and also the lock-out laws and we want to make sure we do everything we can to keep people safe.”

Adelaide City Council is in discussion with SA Police and community and business groups about safety on the party strip.

Key projects include trial closures of Bank and Rosina streets on weekend nights, banning some on-street parking at night and improving lighting.

Adelaide West End Association Andrew Wallace said existing regulations such as lock-out laws need to be “closely enforced” but individuals also need to take responsibility for their behaviour.

“Hindley St is nowhere a hotspot as it used to be,” he said.

“We need to make sure venues are safe, make (Hindley St) a better street in the first place and have adequate policing.

“But we need to get the message of safe partying out there.”
