The $2m proposal for 294 Torquay Rd submitted to the council this month mapped out designs for the petrol station alongside two “convenience restaurants” covering 1755 sqm.

The facility would also be home to Oporto and Pizza Hut.

Service counters and display fridges, drive through, a kitchen, customer seating and storage areas were also included in the plans.

The report revealed the service station would operate around the clock, with the two fast food outlets open until 11pm.

“Targeted infill development is supported in areas with access to infrastructure, goods

and services,” it read.

“In order for medium and high density housing to be embraced by established communities it needs to deliver high quality design and achieve a high level of amenity for future residents while being appropriate for the site and neighbourhood.”

The now-vacant lot is near the Grovedale Recreation Reserve and Estia Health aged care services.

Despite backing onto a busy road, a report said there was “no traffic engineering reasons” the proposal shouldn’t be approved.

“The total traffic generation for the site is expected to be up to 345 vehicle movements during the PM peak hour which can easily be accommodated by the proposed crossovers,” it read.

“The majority of this traffic is expected to be traffic that is already on the surrounding road network.”

According to the report, 16 onsite car parks will be provided as well as one waiting bay.

The application also requested permission to display illuminated signs, business signs and to alter access to the road.

Plans are available for the public to view until June 7.
