Bystanders rushed to help a boy and his father after the boy fell off the Palm Cove jetty about 9.15pm on Wednesday.
It is understood the boy was riding his pushbike and fell off before his dad jumped into the water to rescue him.
Most of the jetty has barriers to prevent such falls but parts do not.
A Queensland Fire and Emergency spokeswoman said three crews were called to the incident but by the time they got there bystanders had run to help the pair.
She said members of the public dropped ropes off the jetty and helped pull them up to safety before QFES arrived.
The spokesman said there were concerns around the fast moving current and recent crocodile sightings.
On Saturday a crocodile was spotted at Holloways Beach, just 20km away from where this incident occurred.
It is not yet known if the animal was a saltwater crocodile or a freshwater crocodile.
The man and the boy did not suffer life-threatening injuries but swallowed a lot of water.
