Police allege the station wagon was stolen from a childcare centre in Sutton, NSW, about an hour-and-a-half before he struck the teenagers.

An eight-year-old girl was inside the car when the driver allegedly stole the car, and was released from the vehicle about 100m down the road and was not harmed during the incident.

The 31yo then drove across the border into the ACT.
