HomeBuilder: What it is and how it works

Residents, community groups and businesses hurt by the economic impacts of COVID-19 can begin to heal with grants and stimulus packages available to help on the road to recovery.

The Advertiser has compiled a list of more than 30 federal, state and local government grants to assist in areas from building and buying a home to helping sports clubs pay utility bills.

One of the most generous grants has come in the form of the Federal Government’s HomeBuilder scheme.

More than 7000 South Australians have rushed to get a new $25,000 stimulus grant for building a new home, or undertaking a significant reno, sparking hope of a construction jobs turnaround.

Federal Housing Minister Michael Sukkar said the grants would not only help Australians get in their first homes but also boost the residential construction industry, which was vital to our economy and supported over one million jobs.

Mr Sukkar said a First Home Loan Deposit Scheme had also had an incredibly successful first year.

“The Scheme provides a guarantee allowing eligible first home buyers to purchase a modest home with a deposit of as little as five per cent.

“It is cutting years off the time it takes to secure a deposit, allowing Australians to realise their dreams of owning a home sooner.”

In South Australia, a first homeowners grant of $15,000 applies to the purchase or construction of a new residential property, including a house, flat, unit, townhouse or apartment that meets local planning standards.

The state government also offers a range of deals for the installation of home batteries aimed at helping households save money.

Many local and regional councils have opened applications for a range a of community grants to boost the local community, support businesses and create jobs.

Grants up to $5000 are on offer, depending on the depending on the type of grant and the location of business or ratepayer.

West Torrens Council released its latest round of community grants this week, with a focus on capital works, e-commerce and training and development for businesses.

To be eligible for the grants, which range between $2000-$5000, small businesses need to prove they have closed their doors as a result of the COVID-19 lockdown restrictions or have seen a decline in their usual turnover of 30 per cent or more.

“As a council, we must leverage the resources that we have to help ensure the safety and survival of our small business sector,” West Torrens Mayor Michael Coxon said.

“This grants package has been developed to provide relief to businesses that really need it, in the hope that they may be able to support themselves better as we move forward.”

Meanwhile, Alexandrina Council is preparing to launch its next round of grants; Economic Development Recovery Grant and COVID-19 Community Reactivation Grant, to support businesses and community groups throughout the pandemic.

A spokeswoman for the council said the grants aimed to help ratepayers “survive and recover” following the “significant impacts” of the pandemic.

“The Economic Development Recovery Grant … is an essential catalyst to support and empower the Alexandrina Council business community to enact change that will rebuild the local economic landscape,” she said.

“Eligible requests (for the Community Reactivation Grant) include assistance with utilities payments, or community projects that aim to enhance quality of life by reducing social isolation and increasing community connectedness and wellbeing.”
