The new masterplan to revitalise Glenelg’s prime retail strip

SHIFTING the Glenelg tram terminus from Moseley Square to Colley Tce headlines a raft of major changes planned to revitalise Jetty Rd and boost visitors to Bay.

Holdfast Bay Council has released a draft masterplan, which for the first time reveals detailed designs for its prime retail strip upgrade.

Wider footpaths, the removal of about 40 Jetty Rd carparks, a 30km/h speed limit and about twice times as many trees, are among the proposed improvements.

Holdfast Bay strategic planning team leader Warwick Deller-Coombs said moving the tram terminus would open up Moseley Square to improve pedestrian flow and increase opportunities for outdoor dining and events.

“Within that aspirational vision, there is certainly potential in the future to continue the tram through Colley Tce to link up with Holdfast Shores and the hotel and apartment developments along Adelphi Tce, and beyond that to the airport,” he said.

Moving the terminus would be dependent on support from the State Government.

However, Mr Deller-Coombs said initial discussions had been positive.

Changes are also proposed for the troublesome tram stop 16 halfway along Jetty Rd, including potentially creating a ramp for cyclists on either side of the tram platform to avoid conflict with trams and cars.

As reported, cyclists regularly fall off their bikes near the platform, after getting their wheels caught in the groove next to the tram track.

The uncosted draft masterplan was presented to councillors at a meeting last night (September 26) and, if endorsed, will then be released for community feedback.

Under the plan, 38 carparks will be lost across the precinct – but this will be partly offset by nine new carparks created on Waterloo St, which would become a one-way road.

The loss represents just one per cent of the 1214 carparks in the Glenelg precinct.

A 30km/h speed limit is proposed for the entire length of Jetty Rd.

The footpath will be extended from 3.5m to 6m with “roll on kerbs” in place of traditional sharp gutters.

“Together with a reduced speed limit and raised crossovers at laneways and side streets, wider, single-level footpaths would improve access for all ages and abilities – including prams and wheelchairs – making Jetty Rd safer and easier to navigate for everyone,” Mr Deller-Coombs said.

This would allow flexibility for a mix of on-street carparking, outdoor dining, trees and walking space along the length of the strip.

On-street parking would be prioritised in the middle section of Jetty Rd that holds the bulk of retail stores.

Closer to the beach, the council plans to focus on outdoor dining and increased space for pedestrians.

Community consultation is expected to be held for five weeks from October 10.

Mayor Stephen Patterson said the Jetty Rd masterplan, when finalised, would provide a long-term vision for the area.

“The masterplan will map out the vision for a series of staged projects to upgrade the precinct over the next 10 to 20 years,” he said.

Mr Patterson said the council would look for external funding to help cover its cost.

Sections such as the Brighton Rd gateway and Moseley Square would be upgraded first, followed by streetscape works at the eastern and western ends, side streets and laneways, and finally the foreshore precinct.

A $1.43 million upgrade of Chapel St into a public plaza is already in the pipeline, after the council applied for State Government funding earlier this month.
