The concessions Minda’s made to $260m beach project at Brighton

DISABILITY services organisation Minda has agreed to the major demands made by a local council when it appealed a State Government decision allowing a mega new beachside apartment project.

MINDA will pay to look after stormwater run-off caused by its latest apartment project under a court settlement reached with Holdfast Bay Council last week.

The disability services organisation has also agreed to allow access to its land fronting the North Brighton sand dunes for the council to eventually close one of the only gaps in the Coast Park walking trail between Seacliff and North Haven.

The State Government’s Development Assessment Commission approved Minda’s plans for a $95 million apartment project in May.

The council appealed the decision in the Environment, Resources and Development Court early last month, calling for the approval to be quashed because it did not address extra stormwater caused by the development and access to the foreshore for the Coast Park.

The two parties met for a series of conciliation conferences before reaching an agreement on Tuesday.

Minda agreed it would cover the cost of any extra stormwater created by the latest development — stage two of a three-stage $260 million project — but the council will not be allowed to direct any new flows into the property from the surrounding residential areas.

Holdfast Bay Mayor Stephen Patterson said the council was “pleased and relieved that, through the conciliation process, we have reached an agreement with Minda and the DAC on stormwater”.

“We’ve also secured an easement deed that paves the way for the potential continuation of the coast path across Minda’s privately-owned beachfront, subject to detailed design work and funding,” Mr Patterson said.

A Minda spokeswoman said the organisation was “eager to move ahead with construction”.

“Minda is pleased to now be back on track with its plans to build new housing and a lifestyle precinct at its Brighton site for South Australians living with disability,” she said.
