Fifth Adelaide council takes action against local hoarder after Glanville man uses property as an unapproved ‘junkyard’

Port Adelaide Enfield Council has taken court action against a local hoarder after receiving more than 70 complaints about hoarding and domestic squalor over the past two years.

A fifth Adelaide council has taken legal action against a local hoarder, with a Glanville man ordered to remove a long list of materials from his property.

Port Adelaide Enfield has taken action against Peter Paul Paszkiewicz in the Environment, Resources and Development Court in an attempt to have him remove items from his Graham Street, Glanville, property.

However, the council had some difficulty serving Mr Paszkiewicz with a summons, documents lodged with the court read.

“(The council) understands (Mr Paszkiewicz) may currently be away from his usual place of residence,” documents showed.

Material at the property included scrap metal, hoses, brooms, a screen door and plastic bags containing domestic waste.

Port Adelaide Enfield’s move comes after Mitcham, Tea Tree Gully and Charles Sturt councils took court action against hoarders in the past few months.

On Monday, it was revealed Onkaparinga Council was taking action against the owner of a Happy Valley homeowner over the state of the property.

Port Adelaide Enfield stated late last year the property was being used as a “junkyard” and the “activity is continuing to this day”, the summons read.

A conference will be held on August 19.

Mr Paszkiewicz was unable to be contacted for comment.

PAE Mayor Claire Boan said council staff were working with Mr Paszkiewicz “to achieve a positive outcome and resolve the matter within the agreed time frame”.

Ms Boan said council officers took an “educational approach”, where appropriate, when public health risks are involved.

“As a last resort, to ensure the safety of individuals and the community, council officers may take enforcement action ... which includes serving a notice on the occupier or owner of the property to address areas of concerns then take further action if not resolved within required deadlines,” Ms Boan said.

The council has received 71 complaints relating to hoarding and domestic squalor from across the district over the past two financial years, which have been investigated under the Public Health Act.
