Part of Lonsdale to join Marion Council from Onkaparinga in boundary change plan

Part of a southern suburb would join Marion Council under a developer’s boundary change plan – sparked by a proposed housing estate.

A council boundary would change and a small part of Lonsdale could soon join Marion Council, under a developer’s plan for the area.

Developer Hallett Cove Joint Venture has applied to build a small housing estate on a 12ha parcel of land currently spread across both Onkaparinga and Marion Councils.

The site is located between Burlington and Sigma Roads in Lonsdale and was previously zoned to create a buffer from the impacts of the Port Stanvac Oil Refinery.

Since the closure of the refinery and building of the desalination plant, the area has been deemed suitable for housing.

Marion Mayor Kris Hanna said the boundary change made sense due to the location of the future homes.

“There’s no road going from that part of Hallett Cove going into … Onkaparinga but half of the houses in the development area happen to be on the Onkaparinga side of the boundary,” he said.

“So if nobody did anything, you would have the crazy situation of Onkaparinga rubbish trucks coming north along Lonsdale Highway, coming into Hallett Cove going right down to pick up 60 bins and then driving out again.

“It would have made no sense, it’s just logically an extension of Hallett Cove which is obviously a Marion Council area.”

A 2013 plan for the site showed approximately 150 homes in the development with 90 in Marion and 60 in Onkaparinga.

An Onkaparinga Council spokesman said the council was recently informed that the Boundaries Commission had been notified by HCJV of a potential publicly initiated council boundary change proposal.

“At this stage, a formal response from Council is not required because we’re only being informed of the boundary amendment process proposal,” he said.

“Should the Commission receive a detailed submission from HCJV, this will be presented to Council for formal consideration.

“While Council is yet to formally consider a detailed submission on a council boundary change proposal, a realignment of the council boundary to Sigma Road, Lonsdale, is unlikely to impact any current City of Onkaparinga residents.”

The developer was unable to be contacted for comment.
