Playford Council to spend $4.7 million completing Angle Vale Community Sports Centre

Debt-laden Playford Council will borrow another $4.1 million to finish the last stage of a community sports facility in one of the state’s fastest growing towns.

A northern sports facility will be completed, with Playford Council deciding to borrow $4.1 million to finish the project.

Elected members decided to approve the final stage of the Angle Vale Community Sports Centre (AVCSC) after receiving a $590,000 grant from the State Government.

The $4.7 million project includes providing additional playing fields, carparking and flood lighting.

It was added to the council’s 2020-21 budget at a special meeting last week, which also voted for a general rate increase of 0.45 per cent — the lowest in the council’s 25-year history.

Playford — which owes $140 million — already has signed a deal to share sporting facilities at a new super school being built on a former market garden at Angle Vale.

The site is close to the Angle Vale sportsground, home to the Angle Vale Soccer Club, Angle Vale Football Club, Angle Vale Netball Club and Angle Vale Cricket Club.

A staff report said the completion of the last stage of the project would provide shared facilities for the four clubs.

“The Angle Vale Community Sports Centre was opened in 2013 at a cost of $5.8 million with the master plan for the site only partially complete,” it said.

“Since the opening of the sportsground, council has been further developing stages as funding has become available through council and the state and federal governments.”

The report said the last stage involved the construction of a junior football oval and soccer pitch, converting the existing junior soccer pitch into a senior pitch and installing flood lights and carparking.

Expanding a playground and putting in extra toilets would cost a further $930,000, with those works deferred until more funding became available.

“The concept plan has been developed over the past 12 months in partnership with the Angle Vale Sports and Community Association and has the support of all four clubs,” said the report.

“This can be a challenging process because committee membership changes regularly and each of the four clubs have individual and sometimes competing needs.

“However, the shared use governance structure that is in place has allowed the clubs and council to develop a plan which considers all of their needs and allows the most flexibility in regards to scheduling.”

The council had budgeted $366,000 for the detailed design work needed for the final stage.

This was expected to be completed by the end of the year, with construction expected to start in 2021.

Attempts to contact the association for comment were unsuccessful.
