Right turns could be banned at a busy Norwood intersection during peak times under Norwood, Payneham & St Peters Council’s $8 million plan to revitalise The Parade.

The Transport Department has instructed the council to ban turning right from The Parade into George St if it wants to install a pedestrian scramble crossing at the junction.

The ban would be in place between 7.30am and 9am, and 4pm and 6pm, on weekdays.

The council unanimously approved the draft plan – including making right turns off limits – for the shopping strip at a special meeting on Wednesday night.

However Mayor Robert Bria will meet with Transport Minister Stephan Knoll on Tuesday to see if there is any “wriggle room” with the right-turn ban.

“We will see if there is any flexibility with that requirement,” Mr Bria said.

He said there was a “sense of urgency” with the project and the “time for talking is over”.

“It’s time to look to the future and the masterplan does that,” he said.

A council report said the right turn ban would ease traffic congestion but divert up to 50 vehicles an hour into “alternative routes”.

The council axed a plan to ban right turns into five Norwood streets from The Parade in September following community consultation to ease congestion.

The Eastern Courier Messenger revealed in May last year the council would spend up to $8 million on The Parade upgrade – the first of its kind in more than 20 years.

It aims to make the popular retail strip more pedestrian friendly, improve outdoor dining, widen footpaths, plant more trees and address parking issues.

Now with the draft plan approved, the council will work on a detailed design for the street.

Cr Christel Mex told the meeting the masterplan was another step forward.

“It’s not perfect but we can’t start from scratch,” Cr Mex said.

“We need The Parade modernised.”

Cr Carlo Dottore said the plan had gone through a “thorough investigation”.

“It’s an exciting and ambitious project,” Cr Dottore said.

“There is still a lot of work to do.

“We’ve got to get it right and if we take our time getting there, so be it.”

Mr Bria could not say when he expected a detailed design plan would come back to the council.
