Rostrevor residents claim Campbelltown City Council breached lockdown rules

Campbelltown City Council has been accused of breaching Thursday’s tough lockdown rules by allowing hand delivery of campaign flyers to residents in Rostrevor.

Rostrevor residents have lashed out at Campbelltown City Council over the delivery of “unnecessary flyers” during tough lockdown rules in play this week. 

A woman, wearing a mask but no gloves, was spotted hand-delivering flyers on behalf of the council on Thursday.

The flyer campaigned for the rezoning of Woodforde and Upper Rostrevor - both of which currently sit within the Adelaide Hills Council boundary zone.

The council alleges the delivery was sanctioned by SA Health but a department spokeswoman said she could find no such agreement on the system.

Morialta resident Steve Swann, an outspoken opponent of Campbelltown’s rezoning efforts, said he first spotted the delivery person at 10.30am on Thursday.

“I was tipped off that the lady was coming but still couldn’t believe it was happening on the first day of lockdown,” he said.

“Campbelltown, on its own website and Facebook page, have been urging people to stay at home and to be safe.

“They even shut down all of their own facilities so why would you be handing out public relations guff?”

Ruben Espinoza said he was equally outraged by the delivery on the first day of lockdown and contacted the council about his concerns.

“My eldest son has a respiratory medical condition and my biggest fear, in this current situation, is that he would contract COVID-19,” he said.

“I cannot conceive it could be in any way acceptable that a propaganda leaflet delivery at this time was essential.”

Daniel Fitzgerald also voiced his disbelief over finding a flyer in his mailbox.

“I own a small business and can’t operate but this is allowed? It makes no sense,” he said.

“If there is a distribution house dropping letters this week, I think there would be a lot of people wanting the opportunity to market their services if they are deemed essential - which I don’t think it is.”

Campbelltown City Council chief executive officer Paul Di Iulio said flyers had been delivered via a local distribution company.

“The company was going to make their best efforts to deliver them on Wednesday night,” he said.

“They were unable to do that, so they contacted SA Health to determine whether they were able to continue working during the lockdown period, and SA Health provided them with permission to do so.

“The company delivered the flyers with SA Health approval and using COVID safe measures such as masks.

“In discussions with the company today, the council and the company have agreed that no further deliveries will occur until restrictions ease.”

Mr Di Iulio would not reveal the name of the distribution company.

An SA health spokeswoman said staff were unable to confirm whether an exemption order had been issued for the delivery of the flyers.
