More than 200 aged care homes and services have been found non-compliant with the industry watchdog’s standards in just six months, new data shows.

While many of these services only failed to meet one standard between July and December, others were deemed non-compliant in most of them.

The Aged Care Quality Standards were introduced in 2019 to “define what good care looks like”.

TriCare Ashgrove Aged Care Residence in Queensland was found non-compliant in all but one of the eight standards, with the Aged Care Quality and Safety Commission handing down the decision in August after a site audit in June.

A commission team found assessment and planning “did not reflect current needs, goals, and preferences of consumers in relation to dietary needs and preferences, wound management, pain management, and personal care preferences”.

“Staff were unaware of directives for pain management prior to wound care, and confirmed consumers waited for long periods for clinical staff to attend required dressings,” a report prepared by the commissioner’s delegate said.

The performance report noted while residents believed risks were effectively managed, and staff interviewed were knowledgeable of risks and interventions, care planning documentation “did not demonstrate the service followed procedures relating to monitoring … after falls, managing diabetes, or providing care of urinary catheters”.

It found documentation recorded a resident with a urinary catheter experienced a delay of nine days in receiving scheduled care to change the device.

The report noted management acknowledged findings during the site audit, and improvements had been implemented.

TriCare was contacted for comment.

The home was found compliant in the services and supports for daily living standard.

A commission spokesman said in August, a decision was made to re-accredit the service until April 2026.

“This period of accreditation is shorter than the three years typically granted to services with a good compliance history,” he said.

“When a service is found non-compliant the provider is required to satisfy the commission that it has addressed or is addressing its noncompliance.

“If a provider is slow, ineffective, or otherwise fails to achieve compliance or if we identify that the provider is placing residents at risk, we will take further action.

“This can include shortening a period of accreditation, issuing a sanction or, as a final resort when risks are ongoing and unmitigated, revoking the provider’s approval to deliver government subsidised aged care.”

The eight standards comprise 42 requirements.

A finding of noncompliance with one or more requirements of a standard deems the service non-compliant with that standard.

Eighty-two per cent of audited residential care families met all 42 requirements in the first quarter of 2024-25, with home services at 73 per cent, data from the commission showed.
