The foundation has been laid for billionaire James Packer’s Mexican mega-mansion in the resort town of Cabo.
News Corp Australia can reveal Mr Packer, 51, has combined three oceanfront blocks adjacent to the One & Only Palmilla resort to build a sprawling villa that is expected to be completed by 2020.
The venue for Mr Packer’s good friend Karl Stefanovic’s wedding today, the luxury hotel complex has been a regular haven for Mr Packer.

He frequently stays in the resort’s oceanfront Villa Cortez, and it was the first place he visited after completing rehab in a Boston psychiatric facility last year.
Mr Packer’s friend and right hand man, Ben Tilley, is acting as project manager for the multimillion-dollar home and was overheard on Friday discussing the project with a friend.
Tilley, a high school mate of Mr Packer, was with him when he last went to Villa Cortez in May after his rehab stint.
At the time, Mr Packer was also with his partner, New York socialite Kylie Lim.

At an easy two hour flight from Los Angeles, where his ex wife Erica lives with the pair’s children Indigo, Jackson and Emmanuelle, the location is a perfect base for the billionaire.
For the past few years Mr Packer has divided his time between his South American bases, a home in Aspen and Los Angeles with his children, Indigo, Jackson and Emmanuelle.
One of the three blocks was listed for sale last year for almost US$7 million ($A9.7 million)
But while the combined blocks offer expansive views of the Sea of Cortez and fronts the only swimmable beach at Palmilla, they also overlook a large public toilet.
Packer can’t make Stefanovic’s wedding due to his mum’s 80th birthday.
He is also building an apartment for his family in Sydney’s Barangaroo as part of a $2.4 billion project.
