A $60m luxury apartment development at Norwood has been given the green light by the state’s planning authority.

The six-storey project, known as The Osmond, will be built on the site of the Hungarian Club on Osmond Tce. It features 23 apartments including two penthouses, and will include a redevelopment of the club’s premises – including restaurant and function space – on the ground level.

Developer Sarah Constructions expects building works to commence in February, and for the project to be completed by the end of 2025.

The State Commission Assessment Panel (SCAP) approved the project at its meeting on Wednesday.

Sarah Constructions chief executive Adrian Esplin said the project would “set a new precedent when it comes to luxury, location and lifestyle”.

“Drawing on abundant light, space, functionality and sustainability The Osmond, in all its elegance, will sit perfectly within this vibrant precinct,” he said.

“This is a fantastic opportunity to create a truly exciting, high-end housing offering for astute buyers and the broader community.”

Designed by ACG Studio and to be built by Sarah, the building will have a seven-star energy rating with rooftop solar panels and electric vehicle charging stations within an underground car park. The apartments will run on all-electric energy.

The penthouses will offer 360sq m of living space, comprising of three bedrooms, multiple living spaces, kitchen with butler’s pantry, cellar and bar.

Hungarian Club president Kathy Toth said the development was fully endorsed by the club’s members.

“This is a very exciting opportunity and we’re thrilled to be partnering with Sarah to make this a reality,” she said.

“This redevelopment will ensure the long-term future of our club and preserves our heritage within a beautifully appointed offering.”

The project marks Sarah’s first move into property development following more than 60 years as a builder operating in the state’s construction industry.

“Being one of the state’s largest private companies, we have a history of constructing large and complex projects for our clients across a range of industry sectors,” Mr Esplin said.

“Now we are looking to expand our role in the local property sector and also invest directly in projects along with partners who are aligned to our vision.”

The apartments will be released for sale next month.

Ouwens Casserly Projects sales manager Oliver Bowler, who will manage the sales process, said he expected the project to generate “significant interest”, particularly from owner-occupiers looking to relocate and downsize from the surrounding area.
