Serial fraudster Samuel Mark Narroway to be sentenced for impersonating police officer, issuing fine

A father with an extensive history of dishonesty offences impersonated a police officer and handcuffed one victim, while he made another pay a phony $300 fine.

A father with an extensive history of dishonesty offences impersonated a police officer and handcuffed one victim, while he issued another a phony $300 fine.

Samuel Mark Narroway, 29, appeared in the Adelaide District Court on Wednesday after pleading guilty to five charges that took place over a 24-hour period in September last year.

Defence counsel Oliver Cole said the offences were the result of a plan “crudely put together” in a short amount of time.

Mr Cole said, while committing these offences, Narroway used lights and a police-style belt to give the impression he was an officer.

It has been previously been alleged Narroway pulled a man over using flashing lights, obtained the victim’s personal details and issued him with a $300 fine.

He then drove the man to a nearby service station, where he was required to withdraw cash from an ATM.

On another occasion, Narroway “impulsively” pulled a young man over, handcuffed him, placed him in the back of his car and drove him home.

Mr Cole said that offending was unusual because Narroway showed no intent to cause harm or do any damage.

In a statement later read to the court by prosecutor Sophie Taylor, the victim said he now felt anxious and scared when approached by police.

“Since this has occurred I have experienced anxiety while driving at night and feel great fear when a car follows me for an extended amount of time,” the statement said.

“I also struggle with trusting not only police but other emergency services, traffic controllers and taxi or Uber drivers.

“I have experienced recurring nightmares of this incident, often unable to sleep.”

Narroway has an extensive history of fraud and dishonesty related offences, and has previously impersonated a police officer, a detective and an inspector.

He has most recently pleaded guilty to false imprisonment, aggravated deceiving another to benefit self and three counts of wearing a police uniform unlawfully.

Judge Joanne Tracey remanded him in custody ahead of sentencing next month.
